Since reading Noam Chomsky in the early '90s I have held that US foreign policy's intentional and principle outcome is chaos and civil war around the world. One could reasonably conclude that this would surely be considered failure and therefore could not continue to be our policy over so many  years, but here lies trillions of dollars of "benefit" in so called failed interventions that nobody wants to talk about.
