We all know that they can and frequently do it, but this is the green light for systematically doing it all the time. The logical extension is to predictive policing, in itself a racist and political proposal. Together with staggering advances in artificial intelligence and computing power, the application of this authority will virtually end freedom of association, organizing against the status quo or any unsanctioned citizens initiative.
The privileged will of course enjoy some protection in the form of technology they can afford to buy but the 99% will be surveilled in the near future.
